{October 17, 2008) VICTORIA, BC – The Business Practices and Consumer Protection Authority (BPCPA) is pleased to inform consumers that the BC government has introduced new laws for prepaid purchase cards (commonly known as gift cards and gift certificates), effective November 1, 2008. The Ministry of Public Safety and Solicitor General has passed legislation stating that cards issued or sold after November 1st will not be allowed to have expiry dates or charge fees, with a few exceptions. These exceptions include cards being sold by malls, cards sold for charitable or promotional purposes or for a specific good or service. The BPCPA is very supportive of this change as it is increases protection for consumers while still taking into account the needs of businesses. The regulations are good news for consumers, especially in time for Christmas. Government has stated that businesses can continue to use old card stock but are not allowed to charge a fee or have an expiry date on cards issued after November 1st other than in the circumstances listed above. This new legislation is being enforced by the BPCPA. Consumers are encouraged to contact the business directly to resolve any issues. If the problem can’t be resolved, please contact the BPCPA Inquiry Centre toll free at 1-888-564-9963 or email This e-mail address is being protected from spambots.
